[OzzModz] Force Ignore 2.0.1

Requirements:
XenForo 2.3+

Description:
This addon allow staff with the proper permissions to set users to force ignore. Once forced ignored, the user can not unignore the ignored user, only staff with the proper permissions can unignore a forced ignore. This does not change the default XenForo viewing of a ignored user, the user will still see the prompts to view ignored content.

If you remove a forced ignore and it is a two way ignore, it will be removed for both users.

This also has permissions for viewing a list of all forced ignores, this is useful if you want some staff groups to see who is force ignored without giving them the ability to set forced ignore/unignore.

There some options for the addon, one to allow you to remove the "show ignored content" link in threads. This will ensure users can not see any post content from ignored users. Second is to add debugging in the error logs. Do not enable it unless I ask you to if we are troubleshooting issues.
