[OzzModz] Stick Approval Queue Controls 2.0.0

Requirements:
XenForo 2.2+

Description:
This small addon will stick the approval queue controls in longer items.

Approving long content from the approval queue currently may require several steps:

1. Expand the content
2. Review the entire content, eg. scroll down to the bottom while reading / viewing the content
3. Scroll back to the top of the content to get to the approval actions
4. Choose an action

Step 3) is kinda tedious and could easily be avoided if the approval actions were sticky. Now they are.

In the example below, the first image is a long thread, where you see the controls, that is where they would normally stay if you scrolled to read the thread before approving it. In the second image, you can see the controls are at the bottom, as they scroll down as you do.
