Consolidating some feature asks, as I have another

Feature ask #1: Allow header phrase to include a longer description (>250 characters) or add a new question type of "Text block", where I can display some text below a header phrase.
Scenario: I would like to provide context to a section of the form. Currently, the description of a header phrase is limited to 250 characters, which can make providing context to the form limiting.

Feature ask #2: Allow HTML or BBCode in agreement question text.
Scenario: We'd like to add a link to the text. I.e. I agree to Policy X; where Policy X links to another page.

Feature ask #3: Add billable transaction information to confirmation email.
Scenario: When a copy of the submitter's answers is sent to whomever are the defined people, please add an option to include the payment method and transaction ID.
