It keeps counting down. I will add an option to only tick in the active tab in a future release.

Can we fix this? I want free accounts to download in 20 sec but vip in 5 sec, the higher value occurs

Also can we make that users with 0 sec to download directly without going to download timer without timer?

XF builds the inherited integer permissions in ascending order.
I'll check what can be done about this.

Make sure you have set correct value for "waiting time before download" permission for guests group
