the problem is solved. the flag comes automatically when users log in to the forum site.
 
It's a dedicated server. I'm the host ^^
In the test installation it works.
But not in the prod machine.
In test machine runs xf 2.1.10, Debian Buster, php7.4
In prod machine xf2.1.11, Ubuntu 18.04, php7.2
 
The addon description says the country gets added to the search function. I spent quite a bit of time trying to figure that out and could not find it. Then, it occurred to me to look at the Filter function on the forum which turns out to be where it is.

Does it appear in the search with other addons installed (i.e. Xon's)?
